Texas mover rules and your rights

The basics of how Texas regulates moving companies, and what that means for you.

Updated 10/20/2026

Registration

Companies that move household goods for pay within Texas must be registered with the Texas Department of Motor Vehicles (TxDMV) and display their TxDMV number. Moves that cross state lines fall under federal rules and require a USDOT number with interstate authority from the Federal Motor Carrier Safety Administration.

Written proposal

Texas rules require movers to give you a written proposal describing the services and charges before the move. Read it carefully. It should list the rates, any minimums, and whether the price can change.

Liability for loss or damage

Movers' basic liability is limited and is often figured by weight rather than value, so it may cover far less than an item is worth. Ask what coverage is included, what extra protection costs, and check whether your homeowners or renters insurance covers belongings in transit.

If something goes wrong

Note damage on the paperwork before you sign, take photos, and file a written claim with the mover promptly. If you can't resolve it, you can file a complaint with TxDMV about a Texas-registered mover.
